When you open a container, you do not open the container you look at, you open a remote temporary storage.
Locking is intentional, they are locked only when you look at them to prevent appearance of the loot menu because the loot menu would show the items in the container.

The only thing I am missing out on is the storage in multiple homes thing right? Given that I use the mobile truck base not much of an issue really.
