Maybe vertical sync off gives that abnormal behavior (w/Display Tweaks). Tomorrow will test with vsync on.

I just had a similar thought. Script execution in Skyrim is linked to framerate, it is designed to run at 60 Hz. It is recommended to have SSE Display Tweaks with capped fps. Vsync off does sound like a scenario when scripts may go out of control.
