I see they respawn one by one every couple minutes, I don't see them respawning at this rate.

Do you have any mods installed? Any special settings?

Only Community Shaders 1.4.8, I use borderless windowed mode. No any other mods, just Skyrim SE 1.6.1170 + Enderal 2.1.4.2.
