TTW 3.4 ESP-less Quick Start

This script overrides the TTW startup menu with three quick start options:

• Start in front of the Vault 101 door.
• Start in Doc Mitchell's house.
• Start in Freeside in front of the Strip gates with 2000 caps in your pocket.

Also provides basic DLC startup silencing - all DLC quests start normally but do not spam with message boxes.
