Still having the same issue, it there just a high demand at the moment? For more info I am using Opera GX.

Right now mods are stored somewhere near your home and served by a major global provider, there is no room to make it better. Are you sure you don't have Opera's built-in VPN enabled? Try to download the file with Edge.
