It's not TTW's responsibility to ensure existing mods and translations remain compatible. That rests squarely on the shoulders of the author making the mod or translation.
Having multiple versions remain available would lead to fragmentation in user setups and mods made for TTW. The volunteers who help with issues in the support channels of the Discord would be expected to help with multiple versions, leading to repeated reports of issues that have been fixed. And it would put pressure on mod authors to make multiple versions of their mods for different TTW revisions.
