I don't know, I don't see the whole picture. Right now, this modlist cannot start at all, the Enderal plugin checks for Creation Club plugins and exits on start with an error. Since you never mentioned this, what exactly do you see when you run the game?

Location of the game is wrong, it should be C:\Enderal SE\Game and this instance runs your Steam copy of the game.

This is a mess, you have installed both the full archive AND used the web installer.
Remove everything and use one method of installation https://mod.pub/enderal-se/38-enderal-se#section-how-to-install
