Language is set with Enderal - Forgotten Stories.ini -> sLanguage=ENGLISH The language packs override Enderal - Forgotten Stories.ini with changed sLanguage. If you do not see the language change, you do not load the language pack after Enderal SE. Sort mods on the left side in MO2 by priority (zero on the top) and make sure the German pack is below Enderal.
I don't know, I don't see the whole picture. Right now, this modlist cannot start at all, the Enderal plugin checks for Creation Club plugins and exits on start with an error. Since you never mentioned this, what exactly do you see when you run the game?
