Your save has 4222 stuck scripts, nothing can work in it. I deleted all running instances in ReSaver, started two quests, and uploaded the file here, but I have no guarantee of its stability.
Current version of Enderal SE (2.1.3) is not affected because all involved scripts already have been reworked or removed.
