With the Precision mod, NPC Darius Bodenhammer (a blacksmith from Ark) and others with hammers or maces can't attack properly: their attack animations change, and their swings have a short range.
This happens with Pandora, Nemesis, and even without animation generation (pure Precision).
Please release a patch for Precision. This mod is the foundation of...

I've got 1250~ mods and I cannot recreate your issue. Using BFCO + For Honor animations. This mod is likely not the source of your problems.

This happens when using vanilla attack animations. Disable everything except Precision, and you should be able to reproduce the issue.
