Water Breathing Tweaks

Hey Eddoursul, just wondering if there might be a way to integrate Universal Air Tank at Fallout New Vegas - mods and community (nexusmods.com)

This basically makes it so the rebreather requires an air tank to function, and adds additional usefulness to radiation helmets, the Follower's All-Purpose Science Suit and power armor helmets. Think it makes sense that a power armor helmet shouldn't provide waterbreathing unless it has a matching body suit or a separate air tank to function.
