Lonesome Road - Generic Nail Guns

Fixed broken scriptrunner scripts that had automatic compatibility in them due to me misunderstanding how scriptrunner works.
- Extracted BSA. It seemed overkill to have one for so few files, plus it makes modding it easier.
- Nerfed the nail gun, making it not silent, removing the bonus crit chance, and making it deal lower damage.
- Added a higher tier nail gun, "Heavy-Duty Nail Gun" which is gray colored and has all the same effects as the pre-nerf nail gun, except has bonus limb damage instead of crit damage.
- Removed quest and script. All integration is now handled through the scriptrunner.
- Added a rare chance for the H&H Tools Nail Gun to appear in Lonesome Road's toolboxes.
- Made it possible for the nail guns to appear in a few more containers. High tier containers can only spawn the heavy duty nail gun, low tier will only spawn the regular one.
- Added new icons for H&H Tools nail gun and the heavy duty nail gun, the generic nail gun still uses the original icon.
- Values of nail guns have been changed to line up with New Vegas economy. If TTW is detected, they will automatically be reverted back to TTW economy values.
