Gun Runners' Arsenal is no longer a hard requirement. If Gun Runners' Arsenal isn't detected, the 12ga flechette recipes will be disabled.
Converting bunches into singular flechettes now only require repair skill 15.
Fixed conditions of conversion recipes to not require the player to have BOTH a regular flechette and flechette bunch.
Extracted BSA. It seemed overkill to have one for 2 files, plus it makes modding it easier.
