TTW - Disable Preorder Pack Selector

This simply disables TTW's preorder pack menu. REDUNDANT with Delay DLC Redux's TTW preorder pack placement.

Use this if you:
- Don't want any preorder pack items at all (no placement files).
- Only want new vegas placements. (non-ttw placement file)
