Lucky 38 Protectrons

Adds some Protectrons to the Lucky 38.

I was looking in the GECK and saw Protectrons that were labeled as being in the Lucky 38. There's no real indication what they would have been used for. All they have is a script which sets them in an unconscious state.
I decided to take a creative liberty and sprinkle some of them throughout the Lucky 38. They will shutdown automatically. Note that if you do attack any of them, the Securitrons will go hostile.
If you are using Wild Card - Open the Lucky 38, or Functional Post Game Ending, the Protectrons will be disabled in the appropriate scenarios.
As of version 2.0 there is now a vendor that sells random junk.
