Adds the Gotham by Gaslight suit from Batman Arkham Origins.

I was surprised by how there was only one mod that ported this skin into Arkham Knight, and wasn't even done properly, so here it is, a new and updated version of Gotham by Gaslight that ports this skin into Arkham Knight, with proper Decowl and stuff done better.
